Zoe Berry

Zoe is a Certified Public Accountant with nearly two decades of experience in federal, state, and local government. Her expertise includes internal controls, financial management and planning, budget formulation and management, and leadership.

Prior to joining Watson & Yates, Zoe served as Assistant Director of Budget Administration at the University of California, Los Angeles, where she assisted with fund balance cleanup, revenue modeling, and fiscal year-end activities.

As a Deputy Team Lead and Senior Finance and Policy Analyst at the Consumer Financial Protection Bureau (CFPB), Zoe established the agency’s internal control program, resulting in clean financial statement audit opinions. She also strengthened the Bureau’s budget formulation, execution, and reporting processes for its $750 million annual budget, prepared quarterly financial statements, and monitored accounting transactions to ensure compliance with accounting standards and federal regulations.

While working for the State of Ohio, Zoe held several leadership positions. As Deputy Chief Financial Officer at the Ohio Department of Job and Family Services, she oversaw the administration of a $23 billion budget, ensured federal grant compliance, strengthened internal controls, and managed the state’s second-largest audit team. As Chief Financial Officer at the Ohio Attorney General’s Office, she managed a $240 million budget, streamlined processes, and implemented reconciliations that identified accounting errors.

Earlier in her career, Zoe held financial management and internal audit roles with the State of Ohio and the Franklin County Municipal Clerk of Court.

She holds an MBA from the Boler College of Business at John Carroll University and a BA from Ohio Wesleyan University.
